The IT-Wallet System Opens Testing to Private Companies

IT-Wallet Ecosystem Development Advances with the Launch of a Testing Environment for Businesses

Rome, 23 July 2026. The IT-Wallet System has entered an important new phase in its development journey. A national testing environment is now available for private digital wallet providers, marking a key step towards accelerating the launch of the new ecosystem.

"With 12 million activations over the past year and a half, digital documents in the IO app have become part of citizens' everyday lives thanks to IT-Wallet. Opening the IT-Wallet testing environment to private operators represents a fundamental step towards building a national ecosystem of interoperable digital identities and electronic attestations, capable of leveraging both public and private innovation for the benefit of citizens and businesses. IT-Wallet does not mandatorily replace physical documents; rather, it offers those who wish to use it a digital wallet that enables faster access to both public and private services," said Alessio Butti, Undersecretary to the Presidency of the Council of Ministers with responsibility for technological innovation.

The initiative is led by the Department for Digital Transformation of the Presidency of the Council of Ministers, working in collaboration with the Italian State Mint and Polygraphic Institute (Istituto Poligrafico e Zecca dello Stato - IPZS), which is responsible for the system's central infrastructure and the digital issuance of public electronic attestations and personal identification information, and with PagoPA S.p.A., operator of the IO app and provider of the public IT-Wallet.

Designed to simplify access to both public and private services, the IT-Wallet System will enable users to securely manage digital identities, documents, and electronic attestations, fostering smoother and more immediate interactions both online and in the physical world. The ecosystem will consist of a public digital wallet integrated into the IO app, developed by PagoPA S.p.A., alongside private digital wallets offered by market operators, all compliant with common standards for security, interoperability, data protection, and service delivery.

Companies interested in participating can request access to the testing environment by contacting the IPZS at [email protected]. The testing environment allows operators to practically test their technological solutions against the main IT-Wallet use cases within a secure and controlled environment, using data that cannot be linked to real citizens.

The opening of the testing environment, which took place in May 2026, represents a strategic milestone towards the activation of the system. It enables private providers to verify the interoperability of their solutions with the national infrastructure and to contribute, through testing and experimentation, to the progressive strengthening of the entire IT-Wallet ecosystem.
